Founded in March 2010, the Wuling Power Centralized Control Center celebrates its 10th anniversary this year.
Wuling is Hunan’s largest clean energy-based power supplier. It contributes a quarter of the high-quality and clean energy that the province needs for its economic and social development. It has increased flood control level in the Yuanshui downstream and the Weilv Area of Dongting Lake, from the original 5-year to current 20-year probability. These contributions have produced significant social benefits.
Wuling pioneered a practice of centralized control-based operation system which enables “a nighttime operator to monitor several power plants”. This system allows the 54 generator sets at the 12 hydropower plants on the Xiangjiang, Zijiang, and Yuanshui in Hunan and Guizhou, with a total capacity of more than 4.6 GW, to be monitored and operated remotely. The center leads China in unmanned nighttime operations, with its centralized control technology making it the national leader with world-class levels. Currently the center has made more than 157,700 successful remote operations without any failure.
Over the last decade, few control centers have achieved cascade dispatching which covers an entire river basin. Wuling’s energy business strategy carries out unified dispatching for hydro and thermal power generation which coordinates during both high and low-water periods. It provides cascade complementation, dynamic water level controls in flood seasons and pre-flood discharges as well as damming floodwaters. Electric generation capacity has increased nearly 4.4 TWh over the decade, with a stable annual growth between 3% and 5%. The center has detected and solved key facility problems in a timely fashion which has guaranteed long-term safe and stable operation of the 12 hydropower plants and the grid.
Wuling started with a hydropower plant in a remote areas of western Hunan. It developed hydro, thermal, wind, and solar energy development across China, and further,  to the world. Wuling has consistently pursued clean and green development while developing smartly.
With safe production being a primary concern, the center applies emerging technologies such as big data, the Internet of Things, and artificial intelligence, to improve its smart control and application of its alarm, video surveillance, weather, and hydrological forecast platforms. It has optimized cascade reservoir operations and automatic linkage of flood discharge gate, dynamic load and water level. It has developed intelligent centralized control approaches for remote virtual inspection and operation, voice monitoring, and multiple system linkage control. With these efforts, it is becoming a world-class intelligent centralized control center, and is building itself into a professional hydropower management model and a top-tier smart clean energy developer.
